Marked Decline/DCFS Action Plans
Qualitative Case Review (QCR) indicators that showed a “marked decline,” which is defined as a decline of 8.34% or more from standards, requires DCFS to create an action plan outlining how they will improve practice on this indicator.
For the Case Process Review (CPR) a marked decline is defined as performance that drops 10% or more below the standard for each question.
